Yes. A number of changes in the new White House administration caused delays in changing from the Bush to the Obama signature- this was resolved and the presidential signature is now on the certificates.

An email had been circulating that President Obama had refused to sign Eagle Scout and lifesaving certificates. This is not true and the President of the United States has never signed lifesaving certificates.[see link]
