Yes, in a sense. He was a fictional character in the bestselling philosophical novel "Atlas Shrugged" by Ayn Rand. He was described as the "Head of State", a position equivalent to that of "President".

He tried to persuade John Galt to help the government, even threatening torture - though he didn't actually wish to come out and say so.

He later presumably perished in the riots and breakdown of civil order in New York City.
