Is Proto Indo European despite of a Root Language a race?

Proto-Indo-European is a hypothetical language, it is not a race of people. It was spoken by a group of people in approximately 4000 BC, and we have no way of knowing what color they were. As the language spread widely over Europe and Asia it was spoken by more and more people. Race is not even a recognizable category in a scientific sense but the Indo-European languages are now spoken by the people of India (as Hindu and many other dialects of northern India), people of Afghanistan and Persian, people of Scandinavia and the rest of northern Europe and the whole of southern Europe.
