In order for a cell to be prokaryotic, it must NOT contain a nucleus. Parts of the cell, like the membrane, cannot be prokaryotic or eukaryotic. The cell as a whole is either prokaryotic or eukaryotic.
Yes, the membrane is what allows substances to come into and enter any cell. Its composition would be different from that of a eukaryotic cell, however.
