Yes, surprisingly. According to a study done at the National Forage Systems and Ruminant Animal Behaviour Institute it was found that fore-gut fermentors (sheep, goats and cattle) were twice as smart as hind-gut fermentors (horses and rabbits). Horses and other equines scored lower on relational, conceptional, functional, and reasoning concepts and stimuli. Though equines did score higher command recognition and compliance, overall, it was concluded that cattle and sheep were of higher intelligence.
Cows tend to take a little longer to teach than a horse might, but then again in order to make a horse to "get it" you have to repeat, repeat, repeat. The same goes for cows, if you're teaching them to be halter-trained. Cows are as adaptable as horses are, and can learn new things about a new environment they are now "forced" to live in just like a horse would. Horses tend to get themselves in more trouble though, unlike most cows, and tend to not learn as quickly about something they should not have done in a first place than a cow would.
No cows are smarter than sheep because the cow can memorise a cows face for 16 years but sheep can only remember for 5
