Is a dialer capable of reaching the number it wants to call if you're connected through a cable modem and don't have a phone line attached to your PC?

You are using a cable modem with no phone atached to the PC The dialer will only attempt to dial on a modem that is connected to a phone line. So my answer is no it cannot connect to the number that it wants. I woulld highly recommend that the dialer be deleted from your PC as it can slow it down
