A fuel pump relay is just that,a relay that runs the electric fuel pump on your vehicle. PCM stands for powertrain contol module,it is the center for contoling the proper operation of fuel delivery,engine timing etc. The fuel pump relay and pcm relay are not the same.

I am tackling the same thing on a 1994 Ford Arerostar van. I think that the wire from the fuel pump relay is also connected to the Powertrain Control Module. ( The book makes mention that that the PCM controls the fuel pump! ) If this is true then the PCM may place a "LOW" on that line if it wants the pump off, preventing the relay to pass the voltage to the initeria switch and then the pump??? The pump will work then. But putting back in the relay, then another one like it, to make sure, the pump still will not work. I checked the power at the #9 on the RED plug going to the PCM. There was power there, but when I checked the wire coming out of the PCM with a test light, there was no power there when I turned on the key. I knew the PCM must be bad. Sooooooooo, I ordered a PCM, had it programmed to my vin# and installed it. Still no power to the pump. I have eliminated everything except the fuel pressure regulator under the upper intake. That can regulate whether the pump gets power or not. Even when I wired the pump direct with the jumper wire from the #30 to #87 under the relay, the pump works however, I think the fuel is being returned to the tank instead of going to the injectors.I don't think yours will be as bad as my situation, but just wanted you to know what other things can cause the loss of power to the fuel pump.The PCM controls the ground to the fuel pump relay.
