Like any other business contract, ALL of the parties are expected to fulfill their obligations and duties under a lease, unless it would be more economical to break the lease and risk losing money. However, the usual contract defenses could also apply (e.g., impossibility, illegality, fraud, unconscionability, minority, etc).

In some jurisdictions there are severe penalties for landlords who violate terms of a lease, including having to pay triple the amount of money owed to the tenant, plus paying the tenant's attorney fees.
