In bad upbringings people come to see themselves as individuals and will seek to better themselves no matter the cost to other people. These people are also more likely to take pleasure in harming other living beings. this evil is a temporary madness and those with a lack of guilt will seek to do so again and feel no remorse.
The capability for evil is within as one can work as individual beings which was needed for survival tens of thousands of years ago. The capability for good comes from ones instincts as social or group animals which come from antiquity and far back from our ancestors.
