No. Ribbon cables are flat and wide. The SATA cable was designed to be narrow and slightly thicker, so it would not block as much air flow in the case.
A sata cable connects a motherboard to a Sata hard drive.
Modern power supplies have special chords made to power Sata hard drives where as old ones do not.

Ribbon cables are mostly, but not always lower voltage signal carriers. Power cables are mostly larger and carry higher voltage to various parts tht need it.
