Yes, it is against the law to speed, but it is only a criminal offence in certain countries. For example, in Canada, it falls under Provincial Legislature, and thus is not a criminal offence, and will not appear on your criminal record, although of course you will be fined, and may have license suspended depending on the severity and if you have been caught speeding before....
but, I don't know where you are from...

Well, let's think about it.
The speed limit is in fact a law.
When you speed, you break that law.
When you break the law, you commit a crime.
Speeding Is A Criminal Offense

If people today had their way, there would be no speed limit. In fact we are slowly becoming a lawless society. Most people, do whatever they want anyway. Some people have no regard for the law when it affects what they want personally.
I've been a truck driver since 1980 and I have seen a lot out there on the road. I've been to all of the states (except Hawaii), all provinces of Canada and Nova Scotia. I have only had 1 accident and that was in 1981. I was charged with driving too fast for conditions. My last speeding ticket was in 1990. I have also been a Safety Director.
Studies have shown that there are 3 root causes of traffic accidents.
Driving too fast

Driver inattention (cellular phones, texting etc;)
I've also seen people do some incredibly stupid maneuvers just to get around trucks and save only seconds of time.
Back to your question though; "Criminal" may seem a little harsh but the sad reality is that most people break this law today. There was a time when most people obeyed the speeding laws even when no one was looking. (Principal)
People today are driving on an average (my viewpoint) of 10 mph over the speed limit, going absolutely nowhere.
More and more we are being programmed to have what we want, when we want it and getting where we want is also affected. Unfortunately, the faster you drive, the greater the risk and there is usually a lot of finger pointing when these accidents occur.
Some people will argue this statement to no end because it affects them personally.

Actually, speeding is also a Tort as well, negligent - strictly liability, there are 4 elements. You have a duty to use reasonable care to all of the people driving and walking around you. And when you speed you are breaching that duty to use reasonable care. Then there is causation, actual or proximate, the substantial factor that caused or almost caused the incident. And last the actual loss or damages.
You can get a speeding ticket regardless of what license you have; that doesn't change the fact you were speeding.
