Is an operating system is a development system?

Answer:
An operating system is not a development system. An operating system can be loosely defined as a program that tells the computer how to handle information, where to store it, or how to output it. For example, an operating System (OS)interprets the input, say from the keyboard or the Internet and tells the computers how to display that information. An OS also tells other programs where to send a print job. This is an extremely simplified explanation of an OS and not intended to be any type of sophisticated answer on how an operating system really works. A development system on the other hand can be virtually anything you need produce something. In the realm of computers you have program developers( people), hardware developers (people). Development system is the process by which a thing is produced.
