Yes and No. Baking Soda (Sodium Bicarbonate) alone is not an "Electrolyte". Stick two electrodes into it and it does not conduct any electricity. But, when you mix it with water, the mixture becomes an Electrolyte solution allowing electrical conductivity between the electrodes. The more Baking Soda you add to the water, the more conductive it becomes. This is a popular additive for people constructing an HHO (Hydrogen, Hydrogen, Oxygen or Browns Gas) generating device. These devices are usually installed on automobiles to increase gas mileage. It is preferred for use as an Electrolyte in these devices because it is non corrosive, non acidic and generally leaves less debris in the solution than other electrolyte additives such as ordinary salt.
