* Yes it certainly is. If the child was sexually/verbally or physically abused it leaves scars not only on the body, but in the mind of that child. Children are innocent and they will shut-out memories of abuse in order to cope. They may be compliant, but during teen years they will either become extremely depressed or they will 'act out' and get into all sorts of trouble and they are not aware of why they feel the way they do. It's generally anger and a sense of rage because they feel guilty and either feel it was all their fault and they should have done something to stop it, or they feel ashamed. Children can become so depressed (generally it is more extreme during their early to mid teens) that some teens can become suicidal because they feel disorientated from reality and feel they don't fit in. It stunts their mental growth and they feel they don't deserve much from life and therefore they can either be a troublesome youth or, they can be withdrawn in school or in other aspects of society. Unless the child receives professional counseling they can carry the guilt and anger throughout their adult life.

Could a father get custody of his child if there is a history of mental illness in his family?

Yes. The custody of a child is determined by the best interest of the child. If the court determines that the father is better for the child, he can get custody. Mental illness in his family would probably not even be relevant unless he has mental illness, or if a mentally ill relative lived with him.
