Stop and think- kids are so naive- they will even swallow such things as , say a Gym teacher bouncing volleyballs off their backs as some sort of joke- which adults would dismiss =angrily! as assault and battery. Numerous punitive tactics are employed on kids- such as knuckle soup- and the people who do it are smart to hit areas which do not naturally bruise or can absorb plenty of pain without physical traces- Imagine Knuckle Soup being doled out for a parking violation! It should not hurt to be a child- that slogan is quite correct in theory= one wishes it was in practice.
