Is cilia present in prokaryotes?

No.

Many prokaryotes have flagella. Cilia are a type of flagellum, but the flagella of prokaryotes are different in structure from those of eukaryotes.

Even within the prokaryotes, the flagella of bacteria are different in structure from those of archaea.
