Of course they are illegal. But still there are good programs. Like Limewire and Bearshare.

Mostly illegal

If the songs are copyrighted, and the owner has not given permission, only THEN is it illegal, which is probably "most of the time", unless you're into old 78s of Enrico Caruso doing Italian folksongs, and the like (he died in 1921). There is some music which is no longer copyrighted, and some sound recordings that are not covered by any federal law. If it makes a difference to you, hire a copyright attorney to explain it all and obtain any necessary clearances.
