There is nothing in the New Testament that says anyone must pay a dowry or have a dowry to get married. The only thing is that you should try to marry a believer, and that you should go into it knowing that this is for life - you cannot marry anyone else (unless your partner has died). It also doesn't say you should not give or receive a dowry, so if the families want to do that they can. But I think a Christian should not ask for a dowry, for example saying "I will not marry this girl unless she has a dowry." If you want to marry her, that should not have any conditions attached!
