Gravity is a force that is conveyed by particles called gravitons which have mass thus are matter. Electromagnetic force is conveyed by photons which also have mass thus are matter. The strong and weak nuclear forces are conveyed by the gluon and boson respectively. Both have mass and are thus forms of matter. These are the only known forces in the universe all forms of energy transference that we would describe as force are just some form of these actions. Since each force is actually the transference of a particle of matter the force itself can be called matter.
