No. Works produced a long time ago, like Handel's symphonies and da Vinci's paintings, are free to use because they are not protected by copyright. Sheet music produced before 1923 is not under copyright; sheet music after 1923 is protected by copyright, and should not be available for free anywhere.

If it is copyrighted you need to have permission/bought the rights to do so, yes.

It can be illegal. Public Domain works can be copied freely, but you must yourself do the research to discover, and prove, that the work is in the public domain. Even if a work is not in the public domain, there are limited instances in which you may copy works, for instance, if needed in an emergency before a performance.

However, since this is a legal question, you should explore for yourself at http://www.mpa.org/copyright_resource_center/copying, and not trust anything you read here.

Go to sheet music plus (link at the bottom of thepage) I ordered some music books for Flute and Clarinet there. Plus they have all others. They will accept check or money order as well.

There are many thousands of sheet music sales on the internet, some are legitamate some are not. If you want to stay within the law always get a hard copy of the music from a legitamate supplier or from a music shop.
