Personally I do not agree with this. The individuals within the organization are part of the existing culture of the organization. I don't see how that could be a strong force for cultural change. You would promote greater change by recruiting outside the organization.
Recruiting is easy, as it only requires means to find people and refer them to do a certain job that could benefit both of you in the long run. But, to measure the effectiveness of recruiting, one must identify whether the individual being recruited suits the job, knows how to do the job, qualifies for certain skills and competencies so that time won't be wasted and money as well in terms of training this individual.

This could actually refer to two different situations. External recruiting is recruiting candidates who don't already work for the company, i.e. internal recruiting is trying to fill the position with an employee who already works for the company.
