It depends on where you are at, what might be legal in NYC could be illegal in Buffalo. Likewise the laws governing hitchhiking on state roads and state or federal highways are differ. For example,there are parts of CA. highways that a person can hitchhike on, but they cannot do so on any exit or entrance ramps (for obvious reasons).
