No, Chlorine kills sperm.

Urine kills sperm as well, the purpose of precum is to lower the acidity enough during sexual penetration so that the sperm can survive long enough for impregnation. (A pool would have to have neutral PH levels to survive any period of time.)

There is a reason males release some 300 million sperm inside the female. Even then it's no guarantee. A highly acidic diet can be enough to inhibit impregnation.
(not to mention a pool people pee in)

Then you have temperature issues as well as time issues. Sperm in the best of conditions don't live very long once they leave the male.

For this sperm to survive is impossible, for the dispersed sperm to make it into that vaginal opening without aid is impossible, for someone to believe that this could happen should be impossible.
