If ur a traveling person and u need internet on the go, it is highly recommended. Internet and almost 1/2 of the apps require it. But, if ur a stay at home mom or u stay in a wifi location on a daily basis, then u dont really need it. But it is still recommended. Buying a plan with Verizon, at&t, etc. is a good idea though because its called the iphone for a reason; so u can mobily call people. Just saying :)
