Is it Better dual core 2.66 or quad core 2.4?

Depends on what you are using it for.
Multi-tasking and gameing benefit from 4 cores over 2 almost all of the time.
It also depends on the chipset manufacturer. AMD just plays catch up with Intel for the past 10 years.
I figure by the speeds you have defined you are speaking of intel.
Multi-task, go with the quad core.
Single overrun applications would do better with more Ghz though.
