It is wise to read the obituary first to see if the parents request no flowers, or if family and friends are making donations to a specific cause. If you still want to do that or you aren't sure then yes, a very delicate and small arrangement is acceptable. It is also acceptable to send flowers to the parents with a sympathy card. Keep it delicate and in pastel colors so it doesn't overshadow the tiny casket.
