Well, I paint my police cars by first lightly sanding the area I will be painting in (so the paint sticks better). I use gloss metal spray paint. Let it dry, and your done.

Answer With glue. Yes I know its a stupid answer But it is a weird question. The models are purchased from various shops/vendors etc. All you do is assemble and paint them. If you want you can build models from scratch, but unless you are an avid hobbyist I would say don't go that route. Go to Gamesworkshop.com and there you can see all models in production
What kind of paint is typically used for painting scale models of cars?
Testors Acrylic Paint is what most hobby shops sell for painting scale models. It can be difficult to find, especially if you don't have a hobby shop in your area, so you would probably be better off buying it on-line. I usually spray paint my models, because using a brush leaves brush lines; spray paint mimics a factory paint job and gives a more realistic look to the finished model. I usually use a paint formulated for plastic surfaces. Automotive paint is for metal, but I have used on some plastic models and it worked fine.
What is high build paint?
A high build paint can be sprayed thicker without running or sagging. This is important when you are trying to get better hiding properties. We use a high build paint for our contractor grade paint on new construction houses. From a Glidden web site I saw that their high build paint could be sprayed up to 20 mils thick, whereas from a Diamond-Vogel web site I saw that their non-high build paint could only be sprayed to a thickness of 4 or 5 mils. Using a high build paint also helps when you are not using a primer because the drywall paper and drywall compound could prematurely suck out the water out of a thinner coat of paint causing the paint to crack or cure improperly.

You don't have to prime your car to paint it any color, but it is always better to prime before painting to give the finish coat better adhesion.
