No, it is not cheap. Portrait photographers are in fact quite expensive. However, there are some who do cheap photography. They are probably inexperienced.
As a last resort, check the Yellow Pages. If possible, however, try to find someone who has used a photographer and find out what they thought of his or her work. There are a lot of folks out there...
