The correct answer is "in regard to". Even better, "this is regarding ..."
Don't forget that "regards" usually means an expression of sentiment something like "best wishes", as in, "Please pass along...
It never sounds quite right to me. I think "in regard to" sounds much better. It is very much like "in consideration of". It sounds bad to say "in considerations of".
Maybe the simpler "regarding"...
