This depends on where the password is and your method of stealing it. If the password is located on the local machine, then yes, it pretty easy to steal it, even if encrypted and stored in the system. Bios passwords are also easily circumvented too. Key loggers will be able to get non-system passwords(websites, programs,etc) quite easily, but can be detected with virus/spyware scans. The key in this case is having physical access to the computer.
If you are trying to steal a password while being passed on a network, or from a website(remotely), then it gets significantly more difficult. Furthermore, the more the designers are aware of security then the more difficult it will be. I would never say impossible, but to the average user, this type of attack very well may be.
