It is not necessarily harmful but is a nice way to protect your turbo. High horsepower cars that do the quarter mile don't use air filters on their turbos but then again the track doesn't have rocks or debris that the average driver encounters during daily driving. The reason why it "can" be harmful to drive without a filter on your turbo is due to the fact that a rock or other large piece of debris can be sucked through the turbo inlet and cause severe damage to the turbo and quite possible your motor. If your car is a daily driver do yourself a favor and put a filter on the turbo. My best advice is to route the piping for the filter down and as far away from the engine bay as possible so that you don't suck up the high temperatures that a turbo charged engine bay will put out.
