No, of course not. His father was at work at the Museum. Hugo wasn't and couldn't be there at his place of employment. You also have to think, maybe Hugo wouldve been claimed instantly aswell, we don't know how wide the fire was and where Hugo would have been. The real question is, why was there a fire?
