It not Illegal.. it Stealing if They steal someone's picture. you might need to report to internet provider that who own website. Or if you know someone a picture that you know who. you can tell that person who own that picture. That person will request to remove or report.

It depends upon (a) what country you are expecting this situation to occur in, and (b) if within the U.S. certain state or commonwealth laws may be applicable as well. Taking someones picture is one thing, but publishing it can be entirely different, in many situations.
