Yes, it is illegal to use anyone else's copyrighted works for commercial advantage without a license. The photographer has a copyright in the work which should be respected. Feel free to make or commission your own photograph of the same skyline. The corporate logo on a public building can be used in your own photograph of a public place, but using it for commercial advantage (where the logo is prominently placed), or to disparage the logo or its owner, could result in stern letters from the corporate attorneys, depending upon how it is used.
