Those in authority need to balance their responses; it is safest to allow the child to go to the bathroom; you have no way of knowing how urgent and necessary the situation is, and to deny a child access to the bathroom is not a good thing to do.

However, if the child was denied a restroom break until the teacher is done with their lecture then no. The teacher also has the right to deny a child a bathroom break if they just went, not for long because depending on the age the child could wet themselves which is not good for anyone.
