No. There is no statutory requirement to carry identification of any type. Obviously, you have to have a driver's license if you're driving and a passport if you're crossing an international border, but there is no law requiring identification when not engaged in a specific act that requires a document.

It depends where you are living. There is no legal requirement to carry any ID in the UK.
