Any physical punishment by a parent or other person against a minor child by use of any implement that leaves bruises, abrasions or any injury is abuse and the person(s) can face criminal charges. The exception is school districts where the state law all a corporeal punishment by means of a "paddle". Even in such cases, parents or concerned child protective agencies have been successful in civil litigation and criminal prosecution against the perpetrator.

Although courts are reluctant to intervene in situations where parents use physical discipline there can still be grounds for abuse charges. Any intentional act taken by an adult against a child that leaves bruises, abrasions or other injuries constitutes child abuse regardless if such injuries are a result of parenting, relative, educator, etc. disciplinary action. I am a believer in spankings when all else fails, but NOT using a paddle, belt or any other object. I am talking about over the knee, two swats on the rump. NO ONE has the right to ever hit a child with an object or slap their face, punch, kick or throw them around.

  • The 'spanking law' depends on what State you live in. No child should be hit with a belt or any object, but the palm of the hand (that's called spanking.) Hitting with a belt or other object is physical abuse. I do agree in spankings when a child refuses to listen to their parents after having two chances to do as they are told, or for making a scene or having temper tantrums. Since spankings were abolished in some parts of the U.S. and Canada the rise of unruly children getting into trouble and nearly driving their parents either into a rubber room or close to a divorce and also more crime went on the rise. British Columbia, Canada has brought the spanking law back.
  • Whipping with a belt is child abuse. The parent has lost control when they resort to a whipping with a belt, or the child would have to have done something really bad to have deserved a severe whiplash.

it is illegal in washington, it states no hitting children with objects, but the palm of your hand, it emphasizes a lot on the palm, because when you think about getting hit with the "hand" that may include a fist etc..

Can the biological father of his kids have something done to the step father if he spanks the kids?

No, the law states that he can spank the kids, as long as it is on the bottom and he is not beating the children. It is call discipline, and I know this from experience, if the stepfather is the one raising the kids, along with your ex, then he can spank them, it is not against the law.
