Is it inhumane to use a shock collar to keep your 4 year old in line even if its on its lowest setting?

If you are talking about a child, this is not only inhumane but it probably makes the perpetrator a criminal. Get the collar off, and get some education and support, pronto. This is NOT the kind of thing that any caregiver should be doing to children. There may be levels of need here that are more intense than the learning of parenting skills.
