On nude beaches, it is. I once went nude on a beach when on holiday with friends of mine... Nobody looked strange. And then, I am 15! At sixteen, your body looks not very difference from that of adult women. When on a nude beach, I noticed nobody looked strange at me. This might be thanks to my rather firm body. Do not worry, though; it's perfectly legal for 16 year olds to go topless. Keira Knightly, for example, got topless in the movie The Hole when she was 16, in 2001 (she's born in 1985)!
