In most cases yes. If a person was arrested, served time (Canadian Law) and was innocent and wants to change their name then they have a right. If the person committed the crime (you would see on some criminals records "aka John Smith; Jeff Petersen" then no, they can't change their names. The law wants to keep a bead on them.
