Is it legal if the owner of the car that hit you will not give her insurance information over the phone?

What are her reasons for not giving them on the phone? Will she in person or writing? Did you get her name, address, year/make/model/VIN/plate number? If so call your DMV and may be able to check for you. File with your company under your collision coverage, they will contact her for you and she WILL tell them. (more than likely).
