All copyrighted software is illegal to download. Even if you own the original copy of the game it is illegal to download the game. You are, however, allowed to make your own backups of your games, and burn as many copies as you like - as long as you DO NOT redistribute them in any way. Cracking software is agains the user agreement for basically 99% of all games released, as you are not allowed to alter the software purchased.

Not unless you own/ owned the game previously, then no. what makes this illegal it because you are stealing a sale from the publisher. if you really wanted to play the game you would rent it or at least try the demo if one is available.
So, if you already have the game and you just want it on your pc or you had it, lost it, and want anoter copy so you cna finish it then that's fine too. So sense in re-buying a game you probably mostly beat anyway.
Careful, you may download a virus if you are doing this alot.

If the game is Downloaded from a site then yes it is illegal unless you own\owned the game. Me Personally I have a few PS1 Roms that I have downloaded from sites because I had the games and they ended up 2 scratched to play or even fix but notice I OWNED the game.
