Generally no. They do not meet the requirements for motor vehicles. The exception (there are exceptions to everything it seems) is that in Florida, certain cities have designated themselves "Golf cart" cities, and it is allowed on those city streets. No where is it allowed on Interstate or state highways.
Not enough specific info is given with which to answer. SOME private or gated communities may permit them on their private roadways, but for public streets and roads it usually comes down to a question of whether they meet the requirements of state law or not. Check with your local law enforcement agency or DMV office..

ADDED: This changes from state to state and even municipality-to-municipality. These things are usually governed by both state law (insofar as the equipment the vehicle requires) and municipal law, as to its propriety and safety according to local conditions. You MUST check with your local law enforcement agencvy.

No. A go-cart is not street legal and can only be driven off road or on an approved track. It cannot be driven legally on any public street or highway no matter where. It does not have turn signals, headlight, taillight, or any other required devices to make it street legal.
A car that is legal to drive on the streets and highways. That is the opposite of a car that is not legal to drive on the street and can ony be driven off road or on a race track. Street car is also the name given to Trams or trolley buses, the most famous of which being the 'Streetcar named Desire' in the Tennessee Williams Pulitzer Prize winning play and film adaptation of the same name.
Can you make a 4 wheeler street legal in tennessee
My neighbour drove one for years until he passed away a few years ago. I only saw him drive it on suburban streets though, so I'm not sure if it would be legal on highways.
