If you mean electrical power, yes. However, it must still be in a safe and sanitary fashion. There are still remote areas in Virginia not on a public power grid, and folks live there just fine. However, if you are renting property, your lease may say something about utilities.

If you live in a city you need to check the local laws to see if its legal. If the property is outside of city limits you can probably bury a horse on it. I know many people who live in the country that bury horses on their property.
