§ 4310. Motorcycle lighting.
Auxiliary lighting may be added to a motorcycle to protect the driver, including blue dot illumination, standard bulb running lights and light-emitting diode (LED) pods and strips.

yes, the only time neon lights are illegal is if you are operating the vehicle
neon lights, such as the famous OPEN sign. The neon gas somehow makes the light uniformly spread inside the tube holding the gas, and then colored lights are put behind or in (don't know) the tube(s)
