It depends on the food, as well as the to and from locations. I have sent care packages of food and snacks from the USA to military personnel in Iraq many times and have not had a problem.
You may want to check with the USDA if you are in the US, or contact your countries general health department and ask.
Oooor... you can always just ship it without telling anyone, and hope Customs does not open it and then slap a big fat fine on your butt.
