Yeah it's legal, people who do tattoo without a license usually tattoo at home for extra money. Which I'm thinking about doing in the future (if you do this make sure you card people, if you tattoo someone under the age of 18 without parent's permission it could get you into deep sht). It seems to be legal to tattoo your pets. There's unfortunately a new trend with people having their cats tattooed and especially cats without hair. I don't think the lawmakers ever considered this coming up.
