I am speaking from personal experience here. I am sorry to all you women whose lingerie I violated. Please forgive me. This is a no-brainer. No, it's not ok. It is immoral as you are invading a very private and personal area of women's lives. And they are not cheap. Man up and go buy your own, you thieving sissy.

This is not too uncommon. Just keep your distance, observe and be ready to intervene if things get weird. Is it normal? I can't say. Maybe he just needs a Victoria's Secret catalog. Hormones will make otherwise normal teens do off the wall behavior. Keep that in mind. The worst thing you could do is publicly engage the topic.

Isn't his sister annoyed that he's stealing from her? Perhaps you could steer the issue away from anything sexual and make it all about "why not to steal other people's things".
