Yes, of course it is. The reason for this strictness is so that the woman is protected from the lustful gaze and attempts of men, which nowadays has advanced towards rape and molestation of a newly born baby girl, may ALLAH forbid and protect such men from the evils of their lustful souls. As discussed below it is ordered in the holy books: The Holy Qura'n and The Holy Bible.
In today's society womankind is being exploited, female sexuality is being openly used in advertising, mainly to attract the desires of men and therefore sell the product. Is the woman really free in today's society? The answer is obviously no, the constant bombardment by the media as to how the ideal woman should look and dress testifies to this.
Islam liberated woman over 1400 years ago. Is it better to dress according to man or God ?
Allah has stated in the Quran that both women and men must guard their modesty.
" Say to the believing women that they should lower their gaze and guard their modesty ; that they should not display their beauty and ornaments except what must ordinarily appear thereof. " [Quran : 24.31]
" Say to the believing man that they should lower their gaze and guard their modesty ; that will make for greater purity for them, and God is well aquatinted with all they do. " [Quran : 24.30]
" And O ye believers turn ye all together toward God, so that ye may attain bliss. " [Quran : 24.31]

A Hijab is not only a head scarf but also a clothing that..
1. Must cover the entire body, only the hands and face may remain visible.
2. The material must not be so thin that one can see through it.
3. The clothing must hang loose so that the shape / form of the body is not apparent.
4. The female clothing must not resemble the man's clothing.
5. The design of the clothing must not resemble the clothing of the non believing women.
6. The design must not consist of bold designs which attract attention.
7. Clothing should not be worn for the sole purpose of gaining reputation or increasing one's status in society.
When a woman is covered, men cannot judge her by her appearance but are forced to evaluate her by her personality, character, and morals. You feel modest...and you feel like you're covered up. You have more self-respect. You have more confidence in yourself that you don't need to care about (how) you look and what the guys on the street whispers about. It allows you to be who you are.
One study, done at the University of California, found that media photographs emphasize the faces of men but the bodies of women. In the average picture of a woman, less than half the photo (45%) was devoted to the woman's face. In the pictures of men, nearly two-thirds (65%) of the photograph featured the man's face.
The same article reports the results of an experiment conducted with a group of 40 male and 40 female college students. These students were told that a study of freehand drawing styles was under way and were assigned to draw either a man or a woman, capturing "the character of a real person." It was observed that the men drawn had very distinct features, with close attention paid to facial details. However, the images drawn of the women were mostly of the body, with the faces vague or even featureless.
Perhaps, as women de-emphasize their bodies; this severe imbalance will be at least partially rectified. Meanwhile, Islam provides a solution to this problem - one which dignifies and honors all women.

The following seems to say that it is advisable for women believers to dress modestly, but does not make it obligatory, nor does it specify the veil or headcovering.
33.59 "O Prophet! Tell thy wives and thy daughters and the women of the believers to draw their cloaks close round them (when they go abroad). That will be better, so that they may be recognised and not annoyed. Allah is ever Forgiving, Merciful."
The following is more direct, although there is no actual requirement for a head-covering.
24.031 "And tell the believing women to lower their gaze and be modest, and to display of their adornment only that which is apparent, and to draw their veils over their bosoms, and not to reveal their adornment save to their own husbands or fathers or husbands' fathers, or their sons or their husbands' sons, or their brothers or their brothers' sons or sisters' sons, or their women, or their slaves, or male attendants who lack vigour, or children who know naught of women's nakedness. And let them not stamp their feet so as to reveal what they hide of their adornment. And turn unto Allah together, O believers, in order that ye may succeed."
However, the wives of the Prophet were required to cover their heads and wear veils across their faces.
In the words of Karen Armstrong (Islam: A Short History, 2000):
The Quran prescribes some degree of segregation and veiling for the Prophet's wives, but there is nothing in the Quran that requires the veiling of all women or their seclusion in a separate part of the house. Muslims adopted these customs some 3 or 4 generations after the Prophet's death, copying the Greek Christians of Byzantium, who had long veiled and segregated their women in this manner.
