No, beef should be stored refrigerated. Bacteria in beef, especially the ground beef that is likely in the chili con carne, can be deadly if allowed to grow in improperly stored beef. The rule of thumb is, "If in doubt, throw it out!". It is not worth the risk, no matter how low you may believe the odds of sickness are.
If it is important that you save the leftovers, then it should be important enough to set a timer to remind yourself to put it away properly. You wouldn't leave foods cooking overnight, so you should not leave foods spoiling overnight, either.
Some bacteria produce toxins as they reproduce, which are worse than the infection by the organism itself, and which are not "killed" simply by reheating, even to boiling, later.
